About the Assignment

We are currently looking for a Senior Requirements Analyst for a consultancy role with a municipality in the Stockholm area. The assignment is part of the final phase of a feasibility study prior to the procurement of a new HR and payroll system.

You will work independently in close collaboration with the project manager and procurement lead, playing a central role in establishing structure, methodology, and working practices for requirements management and testing.

Scope: 50%

Location: Huddinge, Stockholm (hybrid)

Start: August 2026

Assignment Period: August 2026 – December 2026, with possibility of extension

Key Responsibilities

• Lead and structure requirements management work
• Define and establish methodology for requirements gathering, management, and testing
• Plan and conduct workshops, interviews, and needs analyses
• Document business needs, requirements, and use cases
• Ensure traceability between needs, requirements, and tests
• Contribute to the development of procurement documentation
• Support work on evaluation and verification methodologies
• Collaborate with business units, project management, architecture, and procurement
• Provide advice on working methods for requirements and testing within public sector operations

Qualifications

We are looking for someone with:

• At least 5 years of experience in requirements analysis and management
• Experience leading and structuring requirements work in complex organizations
• Experience in requirements gathering through workshops, interviews, and analysis
• Experience formulating functional and non-functional requirements
• Experience in test leadership, verification, or test methodology
• Experience translating business needs into structured and verifiable requirements
• Experience in the public sector, municipality, region, or agency
• Experience with HR, personnel, or payroll systems
• Good understanding of procurement and LOU (Public Procurement Act)
• Excellent communication skills in Swedish, both verbal and written

Preferred Qualifications

• Certification in requirements management, Business Analysis, or testing
• Experience with BABOK, IREB, ISO 29148, or similar methods
• Experience in change management and business development
• Experience with agile or hybrid working methods
